Art. 19 of Royal Decree 951/2005, of 29 July, which establishes the general framework for improving quality in the Spanish general administration. The complaints lodged according to the provisions of this Royal Decree shall in no case have the character of an administrative appeal, nor shall submission of a complaint interrupt the periods set out in the legislation in force. These complaints do not affect whatsoever the exercise of the other actions or rights which, according to the regulations governing each procedure, may be exercised by interested parties in the procedure.
The purpose of the Complaints and Suggestions service is to ascertain users' opinions and improve the quality of the services provided by the Ministry of Industry, Trade and Tourism .
